当前,制约城市房地产业发展的因素很多,但我们认为,政府调控乏力,金融支撑滞后,大众消费薄弱,市场机制不全是四个较为突出的限制因子。(一)房地产业的宏观引导和调控乏力要使房地产业健康有序的发展,必须使其与国民经济的整体发展相互协调,与经济承受能力相适应。因此在经济资源的配置中,房地产业必须服从国民经济整体发展大局,违背这一点,房地产业不仅难以健康发展,而且对国民经济也会产生负影响。截止1996年底,全市共有房地产开发公司877家,注册资本达171.66
