就业一贯以来都是经济发展和社会稳定的重要因素。中小企业由于数量大,开业快,投资少,经营灵活,对劳动者技能、经营能力要求不高,且绝大部分是从事劳动密集型产业,因此同样的投资吸纳劳动力的容量相对较大,能创造更多的就业机会。同时,中小企业以其灵活而专业化的生产和经营,给配套的大企业集团带来协作一体化的好处,大大节约了成本,减少了风险,增强了盈利性。鼓励中小企业发展已经成为各个国家保持经济稳定繁荣的共识。受金融危机的影响,全球经济恢复性增长还不确定,我国“十二五”期间,加快经济结构调整与产业升级力度,部分地区企业的劳动合同、工资福利等劳动纠纷事件增加,由此引发许多社会矛盾。针对这些问题,本文在调查的基础上,发现福建省中小企业在经营管理、人力资源管理中存在的问题,提出建立和谐劳资关系的对策与建议。

Encouraging the development of small and medium-sized enterprises has become the consensus of all countries on maintaining economic stability and prosperity. Due to the impact of the financial crisis, the global economic recovery is still uncertain. During the period of “the 12th Five-Year Plan”, China accelerated its economic restructuring and industrial upgrading. Labor disputes, wage and benefits, and other labor disputes among enterprises in some regions increased from This triggered many social conflicts. In response to these problems, based on the investigation, this paper found that SMEs in Fujian Province in the management, human resources management problems, put forward the establishment of harmonious labor relations and countermeasures.
