支撑东魏霸府统治的主要是高氏宗室、勋贵集团和汉人势力这三种势力。勋贵集团掌控军队,是霸府中的核心统治势力。汉人豪强在东魏初期地位很高,但是很快其影响力被削弱。汉人庶族和士族承担了霸府主要的行政工作。
