三、四年前,一批美国科学家发动了一场科学宣传运动,旨在提高人们对脑研究重要性的认识。他们与美国科学学会、政府机关、国会和私人机构人员就脑研究的重要性进行了广泛接触和讨论,结果在1989年形成一个联合提案—“命名1990年1月1日开始的10年为脑的十年”,由来自10个州的85名议员提出,并获得美国国会表决通过。除了全国地球物理年外,这是美国国会首次对一个具体的科学领域作出决议,且有效时间长达10年之久。国际脑研究组织(IBRO)欢迎这一推动脑研究的有力措施,并力促其成员机构请求本国政府支持这个决议,以使“脑的十年”成为全球性行动。
Three or four years ago, a group of U.S. scientists launched a science campaign aimed at raising awareness of the importance of brain research. They held extensive contacts and discussions with the American Academy of Sciences, government agencies, parliamentarians and private sector personnel on the importance of brain research. As a result, they formed a joint proposal in 1989 - “naming 10 years starting January 1, 1990 as the brain Decade ”by 85 parliamentarians from 10 states and approved by the U.S. Congress. In addition to the National Geophysical Year, this is the first time that the U.S. Congress has resolved a specific scientific field for a period of 10 years. The International Brain Research Organization (IBRO) welcomes this powerful move to brain research and urges its member agencies to request their own governments to support the resolution so that the Decade of the Brain can become a global initiative.
