1991年7月,国务委员兼国家科委主任宋健,阅读国际权威学术刊物之一《自然》时,对所载诺贝尔奖得主、美国著名科学家巴尔的摩篡改实验数据的经过一文,印象极为深刻。随后,他在写给国家自然科学基金委负责人的一封信中指出,“利用公款支持的机会,弄虚作假,骗取荣誉,不仅外国有,中国也会有,应该适时予以揭露,给予处理,以唤起人们的科学道德观念”,“可否由基金会代为起草一个对科学研究中故意造假的判断准则和处理方法”。不久,受国家自然科学基金委的委托,中国科学院科技政策与管理科学研究所负责组建的一个课题组,开始了我国遏制科研作假的系统研究。
