随着人口的老龄化问题的加重,维持现有的现收现付制的困难将越来越大,现有的现收现付制必须进行改革。总的来说,一种观点认为并不需要转轨为基金制,采取参数改革、人口与劳动政策、经济增长、精算公平等改革措施,现收现付制是可以维持下去的。而另一种观点要求将现收现付制转变为某种形式的基金制,即完全积累制或部分积累制。本文从经济学角度分析了这几种思路的利弊。
As the problem of population aging worsens, the difficulties of maintaining the existing pay-as-you-go system will become greater and greater. The existing pay-as-you-go system must be reformed. In general, a view that does not require the transition to a fund system, take the reform of parameters, population and labor policies, economic growth, actuarial justice and other reform measures, the pay-as-you-go system can be maintained. Yet another view calls for the transformation of the pay-as-you-go system into some form of fund system, either fully or partially. This article analyzes the pros and cons of these kinds of thinking from the economic point of view.
