当前,我国高技能人才队伍与经济社会发展需要相比还有很多不适应的地方。从总量和结构看,我国技能劳动者占就业人员的20%,高技能人才数量仅占5%,总量严重不足,结构问题突出,人才断档现象严重。从市场供需来看,近年来,技能劳动者的求人倍率一直在1.5以上,高级技工的求人倍率甚至达到2以上的水平,供需矛盾十分突出。从体制机制看,对高技能人才培养投入总体不足,培养培训机构
