中小学教育是基础教育,语文是基础的基础。加强基础教学,看起来是一个老问题,但在认识上、实践上仍存在一些问题,亟待解决,正如刘国正同志所说,“如何加强学生的基本训练,使中学毕业生的基本功普遍达到合格的程度,这是长期以来奋力以求而没能很好解决的问题”。文革后的最初几年,针对广大学生学业荒废的实际情况,加强了基础教学,这无疑是正确的。但与此同时,出现了重知识、轻能力的倾向。因此,接着又提出了“传授知识、培养能力、发展智力”的口号。但这些年来,培养能力的呼声越来越高,而忽视基础的倾向也越来越严重。有的似乎以为语文能力可以离开扎实的基础知识“练”出来;有的把语文能力片面地理
