一、基本情况和特点珠海市海外投资起步晚,开始于1982年,大多数海外企业是1987年才陆续建立的。珠海市目前有海外企业98家,总投资额上千万美元,其中中方投资约占40％。由于珠海市人口仅60万,国民生产年总值30亿元人民币,所以其海外投资的企业数和投资额在全国均居前列。就主办企业看,有市属企业、区属企业和县属乡镇企业,还有外省市在珠海设立的企业。从主管部门看,几乎所有系统都有了自己的海外企业。在管理机构上,珠海和广东省其他市区一样,都把贸易性海外企业和非贸易性海外企业结合起来,统一由一个机构(海外科)管理。鉴于其绝大部分海外企业集中在港澳地区,故确定由珠海市设在港澳的两个“窗口”企业
