近年来,中央和地方逐步出台各项关于深化国资国企改革的指导文件,将国资国企改革作为县域经济打基础、固长远的重要抓手。就本地国企改革而言,核心工作就是要坚持市场化运作方向,完成国资监管机构单设和职能分离,通过大胆尝试创新,有效推进了地区国资的应管尽管,探索了一条符合当地经济实际的“大国资、大运作、大监管”的国资国企改革之路,为地方经济的转型发展提供了强有力的保障。本文通过对当地国有企业的改革现状分析,提出构建国资监管体系的几点意见,以及总结关于深化推进国企市场化改革的实践经验。
In recent years, the central and local governments have gradually introduced various guiding documents on deepening the reform of state-owned assets by state-owned enterprises. They have taken the reform of state-owned assets and state-owned enterprises as the basis and the long-term pillar of the county economy. As far as the reform of local state-owned enterprises is concerned, the core work is to adhere to the direction of market-oriented operation and accomplish the separation of functions and functions of state-owned assets supervision and administration institutions. By boldly trying to innovate, we must effectively promote the management of regional state-owned assets. However, The reform of state-owned enterprises by “big state-owned assets, big operation and big supervision” has provided a strong guarantee for the transformation and development of the local economy. Based on the analysis of the status quo of the reform of state-owned enterprises, this paper puts forward some suggestions on how to build a supervision system for state-owned assets, and summarizes the practical experience on deepening the marketization reform of state-owned enterprises.
