信用是市场经济的基石,信用体系是现代市场经济体制最重要的基础制度之一。随着我国经济社会的快速发展和市场经济体制的不断完善,人才的流动日趋频繁,人才市场的需求持续增加,同时,人才市场信用问题也日益凸显。社会信用体系的理论和实践告诉我们,要解决人才信用缺失问题,必须建立起以人才信用信息系统为基础的人才信用服务体系,依靠市场的力量形成守信激励和失信惩戒的长效机制。本报告在前期系统调研的基础上,对现阶段北京市人才信用状况进行了深入分析,进一步解析了人才信用的内涵、外延、构成要素和特征,并提出了开展北京人才信用服务体系建设的相关建议。
Credit is the cornerstone of the market economy, and the credit system is one of the most important basic systems in the modern market economy. With the rapid economic and social development in our country and the continuous improvement of the market economy, the flow of talents is becoming more frequent and the demand in the talent market continues to increase.
