1901年9月7日,清政府与俄、英、美等11个帝国主义国家签订了丧权辱国的《辛丑条约》。条约规定中国赔款45000万两白银,分39年还清,年息4厘,本息共98000万两,这就是历史上通称的“庚子赔款”。美国从中分得32939055两(合24440778.81美元),占总数的7.3%,外加年息4厘,到1940年止,本利共53351511.15美元。1909年,美国正式开始向中国退还部分庚子赔款,并用于中国教育和派遣留美学生。本文探讨的正是美国退还部分庚子赔款与中国留美学生的关系。
On Sept. 7, 1901, the Qing government signed the Xinchuu Treaty that humiliates and insults China with 11 imperialist countries such as Russia, Britain and the United States. The treaty stipulates that China should pay 450 million taels of silver and pay off 39 cents of interest at an interest rate of 4% per annum and a total of 980 million yuan in principal and interest. This is the “Gengzi Indemnity” commonly known in history. The United States divided 32,909,055 (US $ 24,440,778.81) in share, accounting for 7.3% of the total, plus an annual interest rate of 4%. By 1940, the total profit was 53,351,151.15 U.S. dollars. In 1909, the United States formally began to refund part of the Gengzi reparations to China and used it for education in China and dispatching students from the United States to the United States. This article explores exactly the relationship between the U.S. refunding some Gengzi claims and the Chinese students studying in the United States.
