笔者曾对一些城市的社会保险经办服务大厅进行过调研。在许多服务大厅可以看到这样一种景象:宽敞明亮的大厅里人来人往,分工明确的几十个岗位一字排开,有管收的,有管支的,有管待遇给付的,还有专门负责咨询的,办事窗口名称繁多,但还是有许多前来办事的参保人员东问西找,有一些窗口前人满为患,不得不排起长队,而有的窗口却无人光顾。虽然无人排队的窗口也有人过去问问,但是参保人员一问不是要找的窗口,就扫兴而去了。
