Human resources for health are the most important resources for achieving the goal of health services. They occupy the top position in the five major resources of “people, finance, material, information, and technology” in the health field. The key to the reform of the health sector is the full development and use of human resources for health. About 70% of the total health system costs are spent on human resources for health. Therefore, the full development of the use of human resources for health is the primary task for improving the economic and social benefits of the health industry.
