通知各市、专、县、运城镇,各中等学校省府(53)教会财字第三七一号指示,对改进少数民族小学教育已有具体意见,兹为在各中等学校中,彻底贯彻民族政策,对少数民族学生予以必要照顾,特提出如下几点:一、在有少数民族学生的学校内,除教育汉族学生尊重少数民族的风俗习惯外,各中等学校行政领导干部、教师以及太原、大同、长治、晋城、运城镇等少数民族较多地区的小学教师均应加强民族政策的学习,提高其政策思想水平。正确的批判历史遗留下来的大汉族主义思想与狭隘民族主义思想;并可向学生作一两次民族政策的报告,以加强民族团结。学习内容初步确定:民族政策、民族关系、培养少数民族干部试行方案、中央人民政府教育部关于第一次全国民族教育会议的报告,有关民族政策的若干问题以及人民日报有关民族政策之各种文告。(前五篇均刊载于人民出版社一九五三年出版的民族政策文献汇编)二、为了鼓励与帮助少数民族学生进入中等学校学习,各市、专、各中等学校应采取以下照顾办法。

In the schools where ethnic minority students have education, in addition to educating Han students to respect the customs and habits of ethnic minorities, administrative leading cadres and teachers in secondary schools and teachers in Taiyuan, Primary school teachers in Datong, Changzhi, Jincheng, Yuncheng and other ethnic minority areas should strengthen their study of ethnic policies and improve their policy and ideological level. Correctly criticize the Han nationalist ideology and narrow nationalist ideology left over from history; and make one or two reports of ethnic policies to students so as to strengthen national unity. The content of the study was tentatively identified: ethnic policies, ethnic relations, the pilot programs for the training of ethnic minority cadres, the report of the Ministry of Education of the Central Government on the First National Conference on Ethnic Education, certain issues concerning ethnic policies and various reports of the People’s Daily on ethnic policies . (The first five articles are all published in the People’s Press published in 1953, national policy document compilation.) Second, in order to encourage and help ethnic minority students to enter secondary schools, municipalities, junior high schools and secondary schools should take the following measures of care.
