阜新市在成为中国首个煤碳资源枯竭、经济转型试点市之后, 伴随着矿区企业的破产,在2003年6月6日成立了独立于企业之外、纳入政府系列的阜新市矿区社会保障管理中心。本刊于2003年第3期特为此发表了《在转型发展中强化矿区的社会保障工作》的专题署名文章。半年多来,矿保中心在以徐桂芬女士为班长的领导班子带领下,108名工作人员为几万名离退休矿工夜以继日地奋斗在工作第一线。他们不断地创新思想、创新体制、创新机制、创新方法,加速完善社会保障体系。
