在公务员队伍里,常有人抱怨:自己在X岗位上已干了X年,还没有晋升,而别的人资历不如他,却早已当上X长了……大有吃亏之感。诚然,被提拔的干部,需具有一定的资历。从某个角度说,资历是一种财富。资深的人,处理复杂事务或突发事件,往往就比一般人有经验。即使是在强调干部年轻化的今天,也还注重资历丰富的同志,在一个班子中,为了优化结构,往往配有不同年龄段的人。然而,资历不等于水平、能力,更不等于政绩。
