In recent years, due to Russia’s population policy of encouraging birth and the aging of some preschool institutions, the demand for preschool education peaked throughout the whole of Russia, and the number of places for admission was in short supply. At the end of 2008, on average, there were 105 applicants for every 100 places and in urban areas reaching 100: 111. In early 2009, there were 1.71 million children waiting for admission. By September 2010, only 8.32312 million children were enrolled in school. As of September 2010, there are 47,213 preschool education institutions in Russia
