根据船公司任用船员的实际标准,研究确定评价船员持证后适任性的指标体系.运用模糊综合评价方法,将获得适任证书的船员置于由人、船、环境、管理组成的船舶安全航行系统中,建立评估船员适任能力的量化评价模型.模型建立后,通过验证证明基本有效.模型为识别船员任职能力、改进船员培训内容与手段、进一步完善发证制度提供参考依据.
