The reconstruction of education can not be separated from school. We must improve the mechanism of education and teaching, start from the aspects of the management form of education implementation, the creation of curriculum system and the means of evaluation. We should find a breakthrough from the root causes, interpret the password of education and teaching, and achieve the democracy and efficiency of modern education. The “people-oriented” strategy is adaptable in school-based development because education reform can not be separated from those who have the initiative.
