为提高基层公安民警的政治、业务素质,改善基层公安机关干部队伍的文化结构,加强县(市)公安机关干部队伍建设,决定自1998年起分三年,从全国高等学校选拔录用9000名应届优秀毕业生到基层公安机关工作。所需编制在中央机构编制委员会为各地公安机关下达的编制中划拨(分配方案见附表)。选拔录用工作以考录国家公务员的形式进行,未经考试考核或考试考核不合格的,不得录用为公安民警。各有关部门要密切配合,认真做好选拔录用工作。对选拔接收的优秀毕业生,要直接分配到没有或缺少大学本科毕业生的县(市)公安机关,安排在基层所、队锻炼。要教育和引导
