承包经营责任制给企业以充分的经营自主权,使企业克服或抑制短期化行为,实现自我改造,自我发展。承包经营责任制之所以能够抑制短期行为,道理之一:作为所有者的企业主管部门,要求企业加强资金积累,实现资产增值,争取更大效益;作为承包经营者厂长,在贯彻所有者意图的同时,还要考虑职工利益和个人收益;作为职工,则希望企业实现更多的利润,以便从中得到较多的奖金和福利,客观上三者利益关系具有一致性、互融性、协调性;道理之二:承包合同具有法律效力。当企业搞掠夺经营,出现短期行为,损害国家利益时,自然就要受到合同规定的惩罚;道理之三:承包后,企业搞好了,职工可以多得,搞不好就会减少收入,甚至企业破产,职工失业,“皮之不存,毛将焉附”,经营者和生产者都不会不考虑。因而每个职工更加感觉到自己是企业的一名主人,都会自觉地维护企业的利益,关心企业的长远发展。
