本文主要目标是证明官僚制组织是一种无法被完全取代的组织形态,自韦伯首次提出以来,该组织形态就是一种能够大规模程度上纯粹以技术上的优势见长的组织形态。虽然其本身存在着种种缺陷,但是其根本的自上而下的权威模式的基本结构在政府部门中一直存在着。马克斯.韦伯后的组织理论以及新公共管理运动并没有提出一种能完全取代官僚制的组织结构,并且在信息时代下政府部门再一次地向整体性的官僚制组织结构回归。
The main goal of this paper is to prove that bureaucracy is a form of organization that can not be completely replaced. Since Weber first proposed it was a form of organization that could be purely technical in nature to a large extent. Although its own inherent shortcomings, the basic structure of its fundamental top-down authoritative model has always existed in government departments. The post-Marxist organizational theory and the new public administration movement did not propose an organizational structure that could completely replace the bureaucracy, and again the government department returned to the structure of a bureaucratic system under the information age.
