铁路施工企业作为铁路首批剥离(分流)的系统,要在激烈的市场竞争中求得生存、发展,从加强企业内部改革和管理的角度讲,就必须强化内部管理。改革分配制度,最大限度地调动职工特别是各级经营管理人员的积极性,提高劳动效率和质量,以增强企业竞争能力。为此,笔者现结合广铁工程总公司的分配现状,就铁路施工企业分配制度改革问题提出如下思考,以供商榷。
