2007年3月的一天上午,来自郑州市某婚姻介绍所的刘大姐到郑州市民管办参加年度检查,由于是第一次来年检,经过几番打听才找到地方。走进办事大厅,看到很多人在年检,工作人员都在忙碌着,她无奈之下就先找了把椅子坐下。等轮到她办理年检时,没想到把材料递交给工作人员,却被告知材料不齐无法完成年检。可这时已经临近中午,刘大姐只得返回单位,等把相关材料准备齐全后再去年检。她满脸的无奈和不高兴,嘴里小声嘟囔道“今儿算是白跑了一趟。”
