中国政治沟通的主体主要由政府和公民两部分构成。由于政府与民众之间的沟通限制过多,导致了政治沟通不畅的现状。沟通限制一方面引发了民众对公共服务满意度的降低以及对政府信息的信任危机;另一方面,亦致使民众转向通过其他媒介(媒体、社会团体、公民个人接触式平台)间接地向政府传递信息,而这种独立的信息传递过程,标志着中国政治沟通模式已从一元化向多元化转变。虽然多元化的政治沟通模式缓解了因沟通不畅而产生的负面影响,并促进了公民参与政治沟通的良性循环;但在民众的心目中,政府作为沟通中的最主要沟通平台的地位不可动摇,这也预示着在现阶段应遵循以政府为主、其他沟通平台为辅的沟通结构模式。
