为推进基础教育均衡发展,国家和各地政府采取多种措施实现学校之间的均衡,在对学校进行标准化建设基础之上,又采取了校际联盟、教师交流、校长轮岗等多项措施。太原市自2010年开始推行联盟校制度后,全市共结对106所联盟校。但这些措施都是自上而下以政府行政推动为主要手段而进行的,带有一定的被动性和强制性,缺少学校之间联盟的自主性和迫切性。对于薄弱学校而言,这样的联盟帮扶很难达到真正提升学校整体质量的目的。因此,薄弱学校应主动寻求帮助和寻找发展着力点,利用自己的优势主动借名校之力办学——提质才是实现学校快速发展的有效途径。太原五十六中学就是这样主动寻求发展,在太原五中的帮扶下,快速走上了良性发展之路的典型案例。
In order to promote the balanced development of basic education, various measures have been taken by the state and local governments to achieve balance among schools.
