1 科技信息市场的兴起1.1科技信息市场是科技与经济发展的产物 过去,由于我国科技与经济相互隔离,科技信息机构的工作范围被限定在科技领域,服务对象是科研机关和政府决策部门,提供的产品和服务是无偿的,为生产第一线企业服务的针对性不强,科技信息产品不能直接转化为生产力,故科技信息不能称其为商品,更不可能形成科技信息市场。
1 The Rise of S&T Information Market 1.1 The S&T information market is the product of science and technology and economic development. In the past, due to the isolation of China’s science and technology and economy, the work scope of S&T information agencies was limited to the field of science and technology. The service targets were scientific research institutions and government decision-making departments. The products and services are free of charge, and the targeted services for the production of first-line companies are not strong. Scientific and technological information products cannot be directly converted into productivity. Therefore, scientific and technological information cannot be called as a commodity, and it is even less likely to form a technological information market.
