为我国情报界所熟知的、著名英国情报学家B.C.布鲁克斯给情报所下的定义:“情报是使人原有的知识结构发生变化的那一小部分知识”,在情报与知识的关系上他还建立了一个基本方程式:K(S)+ΔI=K(S+ΔS),这就是著名的布鲁克斯方程式。国内情报界同仁在讨论情报定义时,经常使用这个方程式来阐述情报的知识属性。笔者对此不以为然,因为恰恰相反,正是布鲁克斯方程式说明了情报的信息属性,尽管人们所获取、利用、传递的情报中最重要、最主要、数量最多的是含有知识内容的情报。
