三十多年来,我们基本上是采取靠外延扩大再生产的方针,因此,基建战线越拉越长,新建企业与年俱增。现有企业的作用究竟发挥如何?却少人问津。目前,我区现有企业的厂房失修,设备陈旧,技术落后,能力闲置。全区预算内企业闲置的固定资产3,404.5万元,占固定资产总额12.6％;在用的主要设备有10～20％,精度大大降低,达不到工艺要求;一些关键设备在降级使用,吃小刀,开低速,缩小使用范围,抑制生产能力;机械加工和表面处理等长期沿用落后的方法。由此接踵而来的是生产效率低,产品质量差,能源消耗高,经济效果差。1978年和1979年,全区报损1,440万元流动资金中有80％是产成品报废。全区在用的固定资产每百元提供产值131.8元,为省内先进水平的57％,为上海市的36％,其主要原因是没有适时地把扩大再生产转移到以内涵为主上来,忽视了现有企业的技术改造。对现有企业进行技术改造,既能解决当前重工业任务不足的状况,使我区经济的发展保持一定的速度,增加新的生产能力;又能使我区生产技术达
