民族地区的发展问题,说到底,是人才的问题,民族地区基层干部、专业技术人员的数量、结构、能力和素质,是制约民族地区发展的主要因素。时下,“寻找最美乡村医生”、“寻找最美乡村教师”等大型公益活动正在如火如荼地开展,他们的“美”感动着中国、他们的精神激励着国人。云南省昆明市晋宁县委、县政府则更进一步,为长期在民族地区工作的乡村教师、乡村医生、基层干部制订出台了《关于在民族乡设立民族团结目标考核奖的实施办法》,并迅速加以落实,给乡村医生、乡村教师、基层干部们带来了真正的实惠。我们走进晋宁,走近那些长期坚守在民族地区的“守望者”们,感受他们的艰辛、分享他们的喜悦……
