在我国,基层检察院承担着全国检察系统80%以上的案件,可以说是检察机关办理案件的主力军。但是,大多数基层检察院却都或多或少面临着人员老化、断层、办案力量不足等困难,成为检察事业科学发展道路上的绊脚石,亟需注入新鲜血液来弥补这些不足。于是,一批批的年轻大学生被招录充实进了检察系统,在一定程度上缓解了人员方面的压力。可是,由于种种原因,许多基层检察院又不得不面对“招不进”或者“招得进、留不住”的窘境。笔者试分析原因并提出对策建议。
In our country, the grass-roots procuratorates bear more than 80% of the cases in the procuratorial system across the country, which can be said to be the main force in the handling of cases by procuratorial organs. However, most grassroots procuratorates are more or less confronted with the difficulties of personnel aging, faults and inadequate handling of cases, becoming a stumbling block to the scientific development of procuratorial work and urgently injecting fresh blood to make up for these deficiencies. As a result, a batch of young college students were enrolled into the procuratorial system, to a certain extent, alleviate the pressure on staff. However, due to various reasons, many grassroots procuratorates have to face the dilemma of “not moving into” or “inviting into or leaving behind”. I try to analyze the reasons and make recommendations.
