在辽西地区进行封山育林。具有投资少、见效快、效益高,符合国情等特点。据调查分析表明,封育7年的封育林林价为0.49元/ha,是人工油松林的7.9％;封育5年的阴坡椴树柞木林每亩枯枝落叶120～130kg,可贮水324～351kg;不同封育类型的土壤干容重减少7～30％,渗吸速度提高1.2～5.1倍,A_0层增加3～6cm、速效氮含量达17.62～23.99％。在朝阳县封育较早的山村已发挥其森林效应,改善了生态环境;提高了林副产品收获量,每年增值5元/亩;提高粮食产量达10％以上,为农业稳产高产创造了条件。同时也为牧业发展培植了饲料资源,是解决山区能源不足的根本途径。
