目的了解和掌握江苏省现有核与放射事故医学应急资源及医学应急救援准备情况,以便在突发核事件或放射事件时能够为我省核与放射医学应急救援决策指挥提供依据。方法制定调查方案,在统一的质量控制条件下,采取普查与抽样调查相结合,调查员使用纸质调查表,对调查对象进行实地调查、核实,填写表格。结果放射防护检测能力主要集中在省、市疾病预防控制中心,24.0%的调查点有核与放射应急预案和程序,10.0%的调查点有常设应急机构,8.0%的调查点开展过核与放射应急演练,1家单位有预警监测,2家单位参与过放射性疾病的诊断,2家单位有核应急相关药品,参与处理过的放射突发事故共15起,采取事故处理行动24次,114人次接受过核/放射应急培训,现场检测设备84台,实验室检测分析设备54台,仪器设备50.7%为进口。结论加强核与放射应急体系建设,完善核与放射应急预案和程序,增加应急经费投入和应急药品储备,提高应急检测能力,强化核与放射应急培训和应急演练工作。
Objective To understand and master the medical emergency resources and medical emergency rescue preparations for nuclear and radiological accidents in Jiangsu Province in order to provide the basis for the command of emergency and rescue decision-making of nuclear and radiological emergency in our province in case of sudden nuclear incident or radiation incident. Methods To develop a survey program, under the unified quality control conditions, to adopt a combination of census and sample surveys. Investigators use paper surveys to conduct on-the-spot surveys, verify and fill in forms for survey respondents. Results Radiation protection testing capability mainly concentrated in provincial and municipal CDC, 24.0% of the investigation points had nuclear and radiological contingency plans and procedures, 10.0% of the respondents had permanent emergency agencies and 8.0% of the survey sites conducted nuclear and radiological Emergency drills, 1 unit with early warning and monitoring, 2 units involved in the diagnosis of radiation sickness, 2 units with nuclear emergency related drugs, 15 radiation accidents involved in handling, 24 incident handling operations, 114 person-times Received nuclear / radiological emergency training, on-site testing equipment 84, laboratory testing and analysis equipment 54, 50.7% of equipment imported. Conclusions Strengthen nuclear and radiological emergency system construction, improve nuclear and radiological contingency plans and procedures, increase emergency funding and emergency medicine reserves, improve emergency detection capabilities, and strengthen nuclear and radiological emergency training and emergency drills.
