一建国以后,我国国营工业企业的领导制度,经历了一段曲折发展的过程。建国初期1949年9月,中国人民政治协商会议通过的《共同纲领》中,规定在国营企业中实行厂长领导下的工厂管理委员会的领导制度。到了1951年5月,中共中央东北局召开城市工作会议,根据东北地区五年来工矿企业工作的经验,作出了《关于党对国营企业领导的决议》,确定厂、矿企业的生产行政工作实行厂长负责制,企业党组织负有保证和监督的责任。进入有计划经济建设时期以后,全国企业都学习苏联的企业管理经验。从1953年下半年以后,为了整顿企业的生产秩序,克服无人负责的现象,改进企业的经营管理工作,各地先后陆续在国营工业
