加快经济转型升级,是我省深入贯彻落实科学发展观的关键之举,是转变经济发展方式的具体行动,是深入实施“创业富民、创新强省”总战略的重要内容。加快经济转型升级,就是要按照党的十七大提出的“三个转变”的要求,推动产业结构由传统工业向先进制造业、现代服务业和生态高效农业协同发展转变,加快建立现代产业体系;推动需求结构由投资、出口为主向消费、投资、出口协调拉动转变,增强持续发展的动力;推动要素结构由物质资源为主向人才资源、创新要素为主转变,加快建设节约型、集约型和创新型社会,积极探索科学发展之路,实现又好又快发展。
