天生桥二级电站是利用雷公滩弯道河段的巨大天然落差,采用长隧洞引水发电的。原初设方案为三条引水隧洞,采用钻爆法开挖、折线型平行布置。为了降低工程造价,贵阳勘测设计院根据基建工程兵某部的建议及隧洞的地质条件和特点,经过多方研究比较后,改为采用掘进机开挖、直线型平行布置的方案,同时采用了允许开裂、且不限制裂缝宽度的新的设计方法,大量减少了工程量,节约投资1.8亿元,占原方案电站总投资10.6%。这是水利水电系统贯彻胡耀邦同志“做好第二篇文章”批示精神取得的一项可喜成果。这个成果,不仅为设计选优的重要意义提供了有说服力的实例,而且在设计理论和方法上也是一个重要突破,值得大家认真一读。
