The important exception to anti-dumping as the most-favored nation principle is a loophole in the GATT (General Agreement on Tariffs and Trade). 1979 GATT rounds in Tokyo formed the “anti-dumping agreement.” In the early days of China’s reform and opening up, China’s package of anti-dumping measures in international trade was quite unfamiliar.
