2003年2月,教育部发出《关于开展高职高专院校人才培养工作水平评估试点工作的通知》,要求各省、自治区、直辖市推荐两所参加今年评估试点的备选学校;5月,郑州铁路职业技术学院、深圳职业技术学院、南通纺织职业技术学院率先接受评估。这表明我国的高等教育评估已经由普通高等教育领域扩展到高等职业教育领域,评估已成为高职高专宏观管理的重要手段。评估的本质是价值判断,是对高职高专院校教育目标满足社会需要的程度和人才培养工作达到教育目标的程度作出判断。在国家、地方教育行政部门对高职高专教育管理和学校自身管理过程中,评估正在逐步地在传统的教学检查的基础上,向成为一种精致、专业、系统、开放、合作的职能控制手段和政策工具靠拢。当然,由于我国开展高职高专教育的历史还比较短,高职高专教育评估的理论研究起步也比较晚,缺乏实践经验,因此,这次评估试点无疑具有很大程度的探索性。教育部提出了20字评估工作方针———以评促建、以评促改、以评促管、评建结合、重在建设。我们期望通过这次评估试点工作,能逐步建立起国家及地方高职高专教育评估制度、质量保障机制和社会对人才培养质量的认可制度,改善并加强教育行政部门对高职高专院校的宏观管理。更重要的是,让被评学校通过评估获益,特别是让教育的主体———学生真正获益,切实提高我国高职高专教育的国际竞争力。

The essence of the assessment is the value judgment, which is to judge the educational goals of higher vocational colleges and universities to meet the needs of society and the extent to which personnel training meets the educational goals. In the process of educational administration of higher vocational colleges and the management of the schools themselves, the evaluation of educational administrations at the national and local levels is gradually becoming a function control of exquisite, professional, systematic, open and cooperation on the basis of traditional teaching inspection Tools and policy tools move closer. Of course, due to the relatively short history of higher vocational education in our country, theoretical research on higher vocational education evaluation started relatively late and lacked practical experience. Therefore, this evaluation pilot undoubtedly has a great degree of exploration. The Ministry of Education put forward the 20-word assessment work guideline --- to promote the construction of evaluation, to appraise the reform, to appraise the management, evaluation and construction, focusing on construction. We hope that through this pilot project, we will gradually establish a national and local higher vocational education evaluation system, a quality assurance system, and a social recognition system for the quality of personnel training.
