如何认识和处理计划与市场的关系,是建国以来经济工作和经济理论研究的一个重点和难点。经过长期的实践和研讨,终于认定:必须实行计划经济与市场调节相结合的原则,并把建立这样的管理体制和运行机制作为改革的主要目标。这并不排斥既有需要又有可能进行继续的理论探索和方案设计。当前依然议论纷纷,正反映了此一问题有其十分复杂和丰富的内容。我们的任务,归纳到一点,就是架起计划与市场之间的桥梁,把两者联系起来,开辟一条把改革引向深入和完善的道路,为国民经济的持续、稳定、协调发展提供体制保证。 How to understand and handle the relationship between the plan and the market is a key and difficult point in the study of economic work and economic theory since the founding of the People’s Republic. After a long period of practice and discussion, it finally concluded that the principle of combining planned economy with market regulation must be implemented and the establishment of such a management system and operation mechanism as the main objective of the reform. This does not exclude the necessity and possibility of continuing theoretical exploration and program design. The current controversy still reflects the fact that this issue has a very complicated and rich content. To sum up, our task is to set up a bridge between the plan and the market and link the two. We should open up a road that will lead the reform toward an in-depth and perfect course so as to provide institutional guarantees for the sustained, stable and coordinated development of the national economy .
