一八八三年三月,清政府“中国电报总局”被迫承认既成事实与“大东公司”签订“上海至香港电报办法合同”十六条,其主要内容为:中国方面正式允许“大东公司”水线在羊子角登陆,中国方面负责架设从羊子角到上海租界内“大东公司”报房之间的陆线;英方同意中方由华侨兴办的“华合电报公司”所架设的广州到九龙的陆线在香港与“大东公司”连接;英万将上海和香港之间的报费提出百分之五付给中方作为陆线费,有效期为二十年。
