欧盟向来重视与非洲、加勒比海和太平洋国家之间的经济贸易关系,其双边贸易协定也经历了漫长的演变过程,《科托努协定》就是最新的法律表现形式。该协定以贸易和合作发展为导向,在具体内容上采取义务对称和不对称并行的方式,推动双边经济贸易关系的发展。协定还引入了“良政”概念,纳入了人权保护等诸多问题,这在使得协定的内容多样化的同时,也能够从外部推动非加太国家的经济政治改革,因而具有一定的意义。
The EU has always attached importance to economic and trade relations with Africa, the Caribbean and the Pacific countries. Its bilateral trade agreements have also undergone a long evolution. The Cotonou Agreement is the latest legal manifestation. The agreement, guided by the development of trade and cooperation, adopts a symmetrical and asymmetrical parallel approach in specific content to promote the development of bilateral economic and trade relations. The agreement also introduced the concept of “good governance” and incorporated many issues such as the protection of human rights, which made the content of the agreement more diversified while at the same time being able to externally promote the political and economic reform in the ACP countries. Therefore, it was of some significance.
