本文介绍了乌昌经济一体化的背景条件和进展情况,阐述了乌昌经济一体化的实质是在不改变两地行政区划的前提下,由政府自上而下推动的一种渐进模式,通过“财政统一、市场统一和规划统一”来实现区域资源共享、经济共同发展的目标。具有帕雷托改进性质的财政统一是市场统一和规划统一的前提和基础;以财政统一来促进乌昌经济一体化在逻辑上具有不可逆性。本文分析了乌昌在财政统一过程中表现出的财政总量不足、缺乏市场基础、财政预算审理缺乏法律依据、监督主体缺失等问题。我们认为,财政统一推动的经济一体化将逐步推进行政的一体化,并可能成为区域经济合作的新模式。 This paper introduces the background and progress of economic integration in Wuchang and expounds that the essence of economic integration in Wuchang is a gradual mode driven by the government from top to bottom without changing the administrative divisions of the two places. “Fiscal unity, market unity and planning unity ” to achieve the goal of regional resource sharing and economic common development. The fiscal reunification with the improved nature of Pareto is the prerequisite and foundation for the unification of markets and the unification of planning; and the unification of the economy with the unification of finance to promote economic unification in Wuchang is logically irreversible. This paper analyzes the problems of Wuchang’s total fiscal deficit, lack of market foundation, lack of legal basis for the trial of the fiscal budget, and the lack of the main body of supervision in the fiscal unification process. In our opinion, the economic integration promoted by the fiscal consolidation will gradually push forward the integration of administration and may become a new mode of regional economic cooperation.
