科技创新竞争力已成为推动我国产业结构调整,促进经济社会发展的重要力量。运用加性加权的定量研究方法,可以构建一个包括科技创新环境、科技创新投入、科技创新产出3大模块、7个下级要素、24个基本指标的指标体系。结果显示,湖南省的科技创新竞争力综合排名为全国第12名。其中,科技创新环境、科技创新投入、科技创新产出三个二级指标的排名分别为第14、17和第7名,除科技创新产出排名靠前以外,科技创新环境和科技创新投入的排名均处于全国中游或者中下游水平,严重限制了湖南省科技创新竞争力水平的提高。据此,在借鉴国外经验的基础上,根据各指标评价显示的结果分别提出了对策建议。
The competitiveness of science and technology innovation has become an important force in promoting the readjustment of our industrial structure and promoting economic and social development. Using the quantitative research method of additive weight, we can construct an index system including three modules of science and technology innovation environment, input of science and technology innovation, science and technology innovation output, seven subordinate elements and 24 basic indicators. The results show that Hunan Province, the comprehensive ranking of technological innovation competitiveness ranked 12th. Among them, the rankings of the three second-level indicators of science and technology innovation environment, investment in science and technology innovation and output of science and technology innovation are respectively the 14th, 17th and the 7th. In addition to the science and technology innovation and output ranking, science and technology innovation environment and technological innovation investment All the rankings are in the midstream or middle and lower reaches of the country, which severely limits the improvement of the competitiveness of Hunan’s science and technology innovation. Accordingly, on the basis of drawing lessons from foreign experience, we put forward countermeasures and suggestions according to the results of each indicator evaluation.
