当前推进“孟中印缅经济走廊”建设面临许多困难和挑战,具体项目大多停留在倡议和早期研究阶段,显然不能适应“一带一路”倡议的实施步伐。如果“孟中印缅经济走廊”建设的合作机制不能创新,短期内很难取得实质性进展。本文认为“孟中印缅经济走廊”建设可以借鉴东盟经济合作中的“N-X”机制,在经济走廊建设框架下推行“4-X”机制。本文在对东盟“N-X”合作机制的内涵及其在东盟经济合作中的运用进行归纳总结的基础上,分析了“N-X”机制对“孟中印缅经济走廊”建设的重要意义,并进一步分析推行“4-X”机制的合作路径。
Currently, many difficulties and challenges are facing the construction of the “Bangladesh-China-Indochina Economic Corridor”. Most of the concrete projects are still at the initiative and early stage of research. They obviously can not meet the pace of the “Belt and Road Initiative.” If the “cooperation mechanism for building the economic corridor between Bangladesh, China, Myanmar and Burma” can not be innovated, it is very difficult to make substantive progress in the short term. This paper argues that the construction of “the economic corridor between Bangladesh, China, India and Burma” can learn from the “N-X” mechanism in ASEAN economic cooperation and promote the “4-X” mechanism within the framework of economic corridor construction. On the basis of summarizing the connotation of ASEAN “NX ” cooperation mechanism and its application in the economic cooperation of ASEAN, this paper analyzes the significance of “NX ” mechanism to the construction of “Bangladesh, China, India and Myanmar Economic Corridor” , And further analyzed the path of cooperation in implementing the “4-X ” mechanism.
