提高医院人员素质，是医院风险防范的重要措施，在我国现阶段，提高医务人员的素质有赖于两个方面，一是在于医疗机构的外部因素，现代管理理论所称的管制（Ｒｅｇｕｌａｔｉｏｎ），即要加强医疗机构外部对机构的管制，包括国家卫生人力的培养、使用等方面的宏观管理政策
