奖金发放工作的问题怎样结合企业整顿,全面改进现行奖励制度,是调动职工积极性,走加快邮电发展新路子的一个重要问题。邮电部门1978年恢复的奖励制度,对提高通信质量,改善邮电服务,厉行增产节约,改善经营管理等,都起了促进作用。但也存在一些问题,主要是: 一、提奖和发奖过程中存在着严重的平均主义。企业之间不问经营管理水平高低,奖金数额没有多少差别。企业内部,不问行政或生产科室在生产中的地位,提供通信效能和经济效益的高低,劳动条件的好坏和劳动繁重还是清闲,都按一个标准发放奖金。至于职工个人,有的搞百分计奖,但差距不大;有的还是搞一二三等奖,月月“轮流坐庄”,皆大欢喜。
