科研机构结构调整、分流人员是贯彻“稳住一头、放开一片”方针,是科研体制改革的攻坚阶段。它与运行机制改革的主要区别在于,后者是在整体保留科研院所的组织结构和人员编制的条件下进行改革的。前者则要调整重组少数高水平的精干的现代科研院所,大多数科研院所将逐步地通过改革、改组、改造为科技企业,或进行企业化管理,或整建制地将资产划拨到大中企业或企业集团,人员编制也随之分流定位。
The structural adjustment of scientific research institutions and the diversion of personnel are the key to carrying out the principle of “stabilizing one and opening up one” and are the crucial stage in the reform of the scientific research system.
