对军人基本保险进行科学概括和法律界定,是军人保险法起草中一个关键的理论问题。文章从立法角度出发,对军人伤亡、医疗、退役养老、生育、退役失业、环境危害、遗孀遗属供养、随军家属失业和子女教育八个基本险种的保险对象、立法依据等进行了重点研究,为军人保险法的起草工作作了必要的前期理论准备。
To conduct a scientific summary and legal definition of military basic insurance is a key theoretical issue in the drafting of the Military Insurance Law. From the perspective of legislation, the article focuses on the insurance objects, legislative bases and other aspects of the insurance for military personnel, medical care, retirement pension, maternity leave, unemployment, environmental damage, widows’ dependents’ support, dependents’ unemployment and children’s education. The drafting of the military insurance law made the necessary preliminary theoretical preparation.
