  The initiation and propagation of fatigue cracks seriously affect the performance and service life of steel bridges.Therefore,research on retrofitting methods for distortion-induced fatigue cracks in steel bridges is very important.Research at Lehigh University indicated that 90% of fatigue cracks in steel bridges were induced by out-of-plane distortion or secondary stresses in fatigue sensitive details (Connor and Fisher 2006).Under vehicle loads,differential deflections of girders causes lateral forces in the diaphragm or crossframe,thus cause reverse bending in the web gap.In steel girder bridges with horizontal gusset plates for lateral braces,out-of-plane distortion also happens in the horizontal web gaps between the gusset plates and vertical stiffeners,which has also resulted in initiation and propagation of fatigue cracks.(Bowman et al 2012).
